23 years old, advice on current starting portfolio

Hello all, I've recently been able to set aside a small bit of savings money (around $5000) aside from my current college expenses and wanted advice on my starting portfolio. At the moment I'm using Fidelity and I have a 50/50 split with $XLK and $VOO. I want to be a bit aggressive with tech and I have $2500 in each. I also wanted to add some $BRK.B as a hedge maybe make it around 10% of my portfolio? Since I heard it's down well in downturns. Is my curent allocation/portfolio a good start? Any advice is appreciated, I was also thinking about buying some t bills for a bit of extra money every few months is that a good idea or should I just stick with stocks right now? Thanks
