Where to go in South America that meets my safety goals and financial limitations?

I am planning a trip for next feb. I just retired at 65 and really can't take a whole winter of NJ weather. I will be going with my wife. My interests are history and technology and sunshine. I figure a 30 day trip ought to work.

I am thinking south america. We have been there a few times and liked it. We are looking for safety and a lack of being hassled by vendors. I really liked Montevideo and BA. I have been to Rio a number of times. Walkability is important too.

I was considering Turkey, but I am concerned about the cold in Feb!

Being 65 and 66 (by then) we are looking to stay in each place for at least a week. We are not rich and need to makes our savings last a.lifetime so we do have financial.limits.

Any suggestions?
