Similar: Both films feature a protagonist inexplicably trapped in some kind of strange reality twisting world; a setting of the highest-concept fascinating and disturbing implications of the juiciest kind for casual civilian-level philosophy post-movie or pause-movie chats. These worlds both appear normal, even overly-normal, on the surface layer.

Different: in Groundhog Day, nobody knows, which makes everyone Bill Murray talks to weirdly NPC in a fascinatingly complicated way. In Truman show everybody knows, which makes everyone Jim Carrey talks to weirdly NPC in a fascinatingly complicated way.
