What happens when a soldier loses his dogtags while serving at the frontlines? Do they replace them immediately. Can he still go on missions?

Just asking, because someone who claims to fight at the frontlines, asked me for money. I asked for some proof, like a pic of his dogtags, but he says he lost them in a Russian attack.
