Thoughts on a sector capped S&P 500

So I haven't pulled any triggers yet, but I thought about how the S&P is so overweight in tech. I basically built a custom fund that is the S&P 500 but caps any sector at 25%, then redistributes the overweight into all sectors. Basically the fund is

VGT - 25% (This is the cap) VHT - 13% VFH - 12% VCR - 11% VIS - 10% VOX - 8% VDC - 6% XLE - 4% VAW - 4% VNQ - 4% VPU - 3%

Yes I know the fee is marginally higher, but not much. Yes, its complex but not with certain brokerages. I'm mostly just spitballing and wondering what thoughts on sector capping the S&P are.
