How bad are the SFO runway delays?

My wife and I have planned a trip to Japan & Korea next month and I have a question about the return trip. We are booked on China Airlines flying into SFO around 8pm. Our next flight is on a separate ticket flying from SFO to EWR on United. It leaves at 10:35pm.

I've read about the SFO runway delays which means flights aren't reliably getting there or departing on time. For those that have dealt with this recently, do you think the 2.5 layover is enough time to get through Immigration, get our bags, re-check them, clear security, board our next flight? We have Global Entry, Clear, TSA-Pre, so that late at night I'm hoping we can quickly breeze through security.

Otherwise we'd have to spend the night in the airport or get a hotel for the night to catch the next flight back home.

We aren't necessarily in a rush, so if we fly into SFO and are unable to catch our next United flight, will they automatically rebook us onto the next available flight? With or without any added fees?
